Here we have an interesting Super Powers oddity. You'll first notice this piece is both bagged and carded. I believe this was a left over figure that was packaged for sale, perhaps to employees. The Kenner employee store could reperesent a possible avenue of sale. The card is perfectly clean and a bubble was never applied to it. Instead, the bagged figure is stapled to the card. I suppose it could be a sample of some sort, but I highly supect the first hypothesis is the best explanation.
